Bram: Zo Mieke, wat een zaaltje. Waar zijn we nu weer beland? Ik dacht dat we een kopje koffie gingen drinken.
Well Mieke, what a little hall. Where have we ended up now? I thought we were going for a cup of coffee.
Mieke: Haha, dat dacht je goed, maar eerst heb ik mijn jaarlijkse VvE-vergadering. Ik dacht, ik neem je een keer mee. Goed voor je KNM-kennis!
Haha, you thought right, but first I have my annual VvE meeting. I thought I'd take you along for once. Good for your KNM knowledge!
Bram: Een VvE... Vereniging van Eigenaars, toch? Dat is alleen als je een appartement hebt, hè?
A VvE... Association of Owners, right? That's only if you have an apartment, isn't it?
Mieke: Precies. Als je een appartement koopt, word je automatisch lid van de VvE. Dat is verplicht.
Exactly. When you buy an apartment, you automatically become a member of the VvE. That's mandatory.
Bram: Waarom is dat verplicht dan? Je bent toch gewoon eigenaar van je eigen huis?
Why is that mandatory then? You're just the owner of your own home, aren't you?
Mieke: Ja, van je eigen appartement wel. Maar het dak, de lift, de hal... die zijn van alle eigenaren samen. En die moeten we dus ook samen onderhouden.
Yes, of your own apartment, sure. But the roof, the elevator, the hall... those belong to all owners together. And so we have to maintain them together too.
Bram: Ah, oké. En daarom is er zo'n vergadering? Om te praten over het onderhoud?
Ah, okay. And that's why there's a meeting like this? To talk about maintenance?
Mieke: Inderdaad. Kijk, op de agenda staat het onderhoudsplan. We moeten beslissen of we de buitenkant van het gebouw volgend jaar laten schilderen.

Mieke: Nee, dat is het mooie. Alle eigenaren beslissen mee. We gaan erover stemmen. Elk appartement heeft één stem.
No, that's the beauty of it. All owners participate in the decision-making. We're going to vote on it. Each apartment has one vote.
Bram: Dus als de meerderheid 'ja' zegt, dan gebeurt het? Ook als jij het er niet mee eens bent?
So if the majority says 'yes', it happens? Even if you don't agree with it?
Mieke: Ja, zo werkt democratie, ook in een gebouw, haha. We hebben wel een bestuur. Dat zijn een paar eigenaren die de dagelijkse dingen regelen.
Yes, that's how democracy works, even in a building, haha. We do have a board. Those are a few owners who handle the daily matters.
Bram: Oké, een bestuur. En dat onderhoud kost natuurlijk geld. Hoe betalen jullie dat?
Okay, a board. And that maintenance costs money, of course. How do you pay for that?
Mieke: Elke eigenaar betaalt elke maand een vaste bijdrage. Dat noemen we de servicekosten. Van dat geld betalen we de verzekering, de schoonmaak en sparen we voor groot onderhoud.
Each owner pays a fixed contribution every month. We call that the service costs. With that money, we pay for insurance, cleaning, and we save for major maintenance.
Bram: Een maandelijkse bijdrage dus. Dat is wel slim, dat je spaart voor als er iets groots kapotgaat.
So, a monthly contribution. That's smart, that you save for when something big breaks down.
Mieke: Zeker. Dat staat allemaal in het onderhoudsplan. Daarin staat precies gepland wanneer we wat gaan doen de komende jaren.
Exactly. That's all in the maintenance plan. It precisely outlines when we're going to do what in the coming years.
Bram: Wacht, dus VvE, bestuur, eigenaar, bijdrage... dat zijn wel veel woorden om te onthouden.
Wait, so VvE, board, owner, contribution... those are a lot of words to remember.
Mieke: Klopt. Wat belangrijk is: de VvE is de vereniging van alle eigenaren samen. Het bestuur regelt de organisatie. En na de vergadering maken zij de notulen.
That's right. What's important is: the VvE is the association of all owners together. The board handles the organization. And after the meeting, they prepare the minutes.
Bram: Notulen? Wat is dat?
Minutes? What's that?
Mieke: Dat is een officieel verslag van de vergadering, zodat iedereen kan lezen welke beslissingen we hebben genomen.
That's an official report of the meeting, so everyone can read which decisions we have made.
Mieke: Even een tip voor je examen: soms krijg je een luisterfragment van een VvE-vergadering. Je moet dan goed luisteren waarover de mensen gaan stemmen en wat de uiteindelijke beslissing is.
Just a tip for your exam: sometimes you'll get an audio fragment of an Owners' Association meeting. You then need to listen carefully to what people are going to vote on and what the final decision is.
Bram: Oké, dus goed opletten wie er voor en tegen is en wat de conclusie is.
Okay, so pay close attention to who is for and against and what the conclusion is.
Bram: Dus, als ik een vraag krijg op het examen, moet ik onthouden: als je een appartement koopt, ben je lid van de VvE. Je betaalt een bijdrage en je mag stemmen over het onderhoud.
So, if I get a question on the exam, I need to remember: if you buy an apartment, you are a member of the Owners' Association. You pay a contribution and you can vote on the maintenance.
Mieke: Precies. Je hebt rechten, zoals stemrecht, en plichten, zoals de maandelijkse bijdrage betalen. Dat is de kern.
Exactly. You have rights, such as voting rights, and obligations, such as paying the monthly contribution. That is the core.
