Bram: Zeg Mieke, ik zat gisteren een tv-programma te kijken over een gezin met best wel veel problemen. Toen hoorde ik het woord 'jeugdzorg' vallen. Ik weet wel ongeveer wat het is, maar wat doen die nou precies? Dat klinkt altijd zo zwaar.
Say Mieke, yesterday I was watching a TV program about a family with quite a lot of problems. Then I heard the word 'youth care'. I know roughly what it is, but what exactly do they do? It always sounds so heavy.

Mieke: Dat snap ik, het klinkt ook serieus. Maar jeugdzorg is eigenlijk een heel breed begrip. Het is alle hulp en ondersteuning voor kinderen en jongeren tot 18 jaar, en voor hun ouders. Het gaat over opgroeien en de opvoeding.
I understand that, it does sound serious. But youth care is actually a very broad concept. It's all help and support for children and young people up to 18 years old, and for their parents. It's about growing up and parenting.

Bram: Ah, dus het is niet alleen voor als er hele erge dingen gebeuren?
Ah, so it's not just for when really bad things happen?

Mieke: Nee, zeker niet. Kijk, de hulp van het consultatiebureau is bijvoorbeeld ook een vorm van jeugdzorg. Als je vragen hebt over de opvoeding van je baby, kun je daar terecht. Dat is heel laagdrempelig.
No, certainly not. Look, the help from the well-baby clinic, for example, is also a form of youth care. If you have questions about raising your baby, you can go there. That's very accessible.

Bram: Oh ja, natuurlijk, het consultatiebureau. Daar dacht ik helemaal niet aan. Maar wie regelt die hulp dan, als het om meer gaat dan een simpele vraag?
Oh yes, of course, the well-baby clinic. I didn't even think of that. But who arranges that help then, if it's more than a simple question?

Mieke: De gemeente. Sinds een paar jaar is de gemeente verantwoordelijk voor alle jeugdzorg. Dus als een gezin hulp nodig heeft, kunnen ze daar aankloppen. De gemeente zoekt dan samen met het gezin naar de juiste oplossing.
The municipality. For a few years now, the municipality has been responsible for all youth care. So if a family needs help, they can go there. The municipality then works with the family to find the right solution.

Bram: Oké. En wat als het thuis echt niet goed gaat? Als een kind bijvoorbeeld niet veilig is?
Okay. And what if things are really not going well at home? For example, if a child is not safe?

Mieke: Dan spreek je over jeugdbescherming. Dat is een heel serieus onderdeel van de jeugdzorg. Dat gebeurt alleen als de ontwikkeling of de veiligheid van een kind in gevaar is en ouders de problemen niet zelf kunnen oplossen.
Then you're talking about youth protection. That's a very serious part of youth care. That only happens if a child's development or safety is at risk and parents cannot solve the problems themselves.

Bram: Poeh, heftig. Worden kinderen dan uit huis geplaatst?
Phew, intense. Are children then removed from their homes?

Mieke: Dat kan de laatste stap zijn, maar het doel is altijd om te proberen de situatie thuis te verbeteren. Ik kende ooit een gezin waar de moeder het heel zwaar had. Ze wilde wel hulp, maar ze kon het gewoon niet meer overzien. Ze moest echt ondersteuning vragen.
That can be the last step, but the goal is always to try and improve the situation at home. I once knew a family where the mother was having a very hard time. She wanted help, but she just couldn't manage it anymore. She really had to ask for support.

Bram: En heeft de gemeente toen geholpen?
And did the municipality help then?

Mieke: Ja. Na een paar gesprekken kregen ze hulp aan huis. De kinderen mochten gelukkig thuis blijven wonen, maar er kwam wel iemand langs om de moeder te helpen met de opvoeding en structuur. Het was de enige manier om het gezin bij elkaar te houden.
Yes. After a few conversations, they received in-home help. The children were fortunately allowed to stay living at home, but someone did come by to help the mother with parenting and structure. It was the only way to keep the family together.

Bram: Oké, dat is wel goed om te weten. Het is dus bedoeld om te helpen, niet om te straffen.
Okay, that's good to know. So it's meant to help, not to punish.

Mieke: Precies. De veiligheid en het welzijn van het kind staan altijd voorop.
Exactly. The safety and well-being of the child always come first.

Bram: Wacht even, voor de duidelijkheid. Wat is nou het precieze verschil tussen de woorden 'jeugdzorg' en 'jeugdbescherming'? Dat haal ik een beetje door elkaar.
Wait a minute, for clarity. What exactly is the difference between the words 'youth care' and 'youth protection'? I'm getting them a bit mixed up.

Mieke: Goede vraag. Onthoud dit: 'jeugdzorg' is de algemene term voor álle hulp. Van opvoedadvies tot therapie. 'Jeugdbescherming' is het specifieke, verplichte onderdeel van jeugdzorg voor als een kind niet meer veilig is in het gezin. Dat is dus veel zwaarder.
Good question. Remember this: 'youth care' is the general term for all help. From parenting advice to therapy. 'Youth protection' is the specific, mandatory part of youth care for when a child is no longer safe in the family. So that's much more serious.

Bram: Aha, oké. Jeugdzorg is breed, jeugdbescherming is specifiek en serieus. Helder.
Aha, okay. Youth care is broad, youth protection is specific and serious. Clear.

Mieke: Nou, even een tip voor je examen. Wat heel belangrijk is om te onthouden: de gemeente is verantwoordelijk voor de jeugdzorg. Als je een vraag ziet over een gezin met kinderen dat problemen heeft, is het juiste antwoord bijna altijd iets met 'hulp vragen bij de gemeente'.
Well, a tip for your exam. What's very important to remember: the municipality is responsible for youth care. If you see a question about a family with children that has problems, the correct answer is almost always something about 'asking for help from the municipality'.

Bram: Oké, dus als ik op het examen een vraag krijg over een gezin dat hulp nodig heeft met de opvoeding, dan moet ik weten dat de gemeente de plek is waar ze die hulp kunnen krijgen.
Okay, so if I get a question on the exam about a family that needs help with parenting, then I need to know that the municipality is the place where they can get that help.

Mieke: Ja, precies. De gemeente is het startpunt voor jeugdzorg. Dat is de kern.
Yes, exactly. The municipality is the starting point for youth care. That's the core.
