Look Mieke, that woman on stage, is that a minister? I recognize her face from the news.

No, that's a State Secretary. They are similar in their work, but there's an important difference. A good topic for today.

Bram: Oh?
Oh? I always thought they were roughly the same. What exactly is the difference then?

Mieke: Nou, kijk.
Well, look. Every ministry, officially called a department, has one boss. And that is the minister.

Okay, that's clear. The Minister of Education is the boss of the Department of Education.

Mieke: Precies.
Exactly. But such a department is very large and has a lot of work. Sometimes a minister can't do everything alone.

Bram: Logisch. En dan komt de staatssecretaris helpen?
Logical. And then the State Secretary comes to help?

Mieke: Ja.
Yes. A State Secretary is appointed to support the minister. He or she works in the same department.

Bram: Dus eigenlijk een soort 'onderminister' of een belangrijke assistent?
So basically a kind of 'under-minister' or an important assistant?

You could see it that way. A State Secretary often gets their own policy area. Their own, specific topic for which he or she is responsible.

Bram: Een eigen beleidsterrein...
Their own policy area... So for example, the Minister of Health handles the big issues and the State Secretary only handles sports?

That's a perfect example, yes. The State Secretary is then a kind of specialist for that one topic. That specific topic is called the portfolio.

Ah, the portfolio. And does every department then automatically have a State Secretary?

No, not necessarily. That is decided per cabinet. Large, heavy departments like Finance or Social Affairs often have one, sometimes even two. Other, smaller departments don't have any.

Okay, so it's not mandatory. I didn't know that. And if there are two, do they both have their own portfolio?

Mieke: Jazeker.
Absolutely. Then the work is divided even further. The goal is always to support the minister and make governance more efficient.

And who is the ultimate boss then? If that State Secretary makes a mistake, who is responsible for it?

Mieke: Goede vraag!
Good question! The minister always remains ultimately responsible for the entire department. So also for the work of the State Secretary.

Bram: Huh, echt?
Huh, really? So the minister can get into trouble because of a mistake by the State Secretary?

Mieke: Ja, dat kan gebeuren. De minister is politiek verantwoordelijk. Dat is in de wet zo bepaald.
Yes, that can happen. The minister is politically responsible. That is stipulated in the law.

Okay, and what about the budget? The money?

The minister presents the budget for the entire department. The State Secretary is responsible for the budget of his or her own policy area.

Okay, just to recap for myself. So the important words are: the department, which is the ministry. The State Secretary, who helps the minister. And the portfolio, which is their own work package.

Mieke: Helemaal juist.
Exactly right. And especially remember the verb: a State Secretary supports the minister. That word is important for the exam.

Pay attention, for the KNM exam the most important question is: who is the boss? The answer is always: the minister. The minister is ultimately responsible, also for the work of the State Secretary.

Ah, that's a good one. So the State Secretary is never the boss of the minister. I'll remember that.

So, if I get a question, I need to know: a State Secretary works for a minister in the same department and is a specialist, but the minister is the ultimate boss.

Mieke: Precies.
Exactly. That's the core of what you need to know.

Mieke: Sst, het debat gaat nu echt beginnen. Laten we luisteren.
Shh, the debate is really about to start now. Let's listen.

Bram: Oké. Tot de volgende keer!
Okay. Until next time!
