Mieke: Ja, dit gaat over het beschermen van kinderen wereldwijd. En dat raakt aan een belangrijk KNM-onderwerp: waarom VGV in Nederland streng verboden is.
Yes, this is about protecting children worldwide. And that touches upon an important KNM topic: why FGM is strictly forbidden in the Netherlands.
Bram: VGV? Oh ja, die afkorting heb ik weleens gezien. Wat betekent het ook alweer precies?
FGM? Oh yes, I've seen that abbreviation before. What exactly does it mean again?
Mieke: Het staat voor vrouwelijke genitale verminking. Dat is een ingreep die het lichaam van een meisje of vrouw opzettelijk en ernstig beschadigt.
It stands for female genital mutilation. That is a procedure that intentionally and severely harms the body of a girl or woman.
Bram: Verminking... dat klinkt afschuwelijk. Waarom zou iemand dat doen?
Mutilation... that sounds awful. Why would someone do that?
Mieke: Soms is het onderdeel van een bepaalde traditie uit een ander land. Maar een traditie die schadelijk is voor de gezondheid, is in Nederland absoluut verboden.
Sometimes it's part of a certain tradition from another country. But a tradition that is harmful to health is absolutely forbidden in the Netherlands.
Bram: Logisch. Het is toch het lichaam van dat meisje zelf? Daar mag niemand zomaar iets aan doen.
Logical. It's that girl's own body, isn't it? No one should just do anything to it.
Mieke: Precies. Dat is een kernwaarde in Nederland: zelfbeschikking. Iedereen, dus ook een meisje, heeft het recht om zelf te beslissen over zijn of haar eigen lichaam. Een kind kan daar geen toestemming voor geven.
Exactly. That's a core value in the Netherlands: self-determination. Everyone, including a girl, has the right to decide over their own body. A child cannot give consent for that.
Bram: En de overheid heeft dus de plicht om dat kind te beschermen, neem ik aan.
And the government therefore has the duty to protect that child, I assume.
Mieke: Absoluut. De Nederlandse wet is daar heel duidelijk over. De wet die de gezondheid van een kind beschermt, is heel streng. VGV wordt gezien als een ernstig misdrijf.
Absolutely. Dutch law is very clear about that. The law protecting a child's health is very strict. FGM is considered a serious crime.
Bram: Oké, dus er staat ook een serieuze straf op?
Okay, so there's also a serious penalty for it?
Mieke: Jazeker, een heel hoge straf. Mensen die dit doen, of eraan meewerken, kunnen een lange gevangenisstraf krijgen. Het valt onder zware mishandeling.
Yes indeed, a very severe penalty. People who do this, or participate in it, can receive a long prison sentence. It falls under grievous assault.
Bram: Wacht even, en wat als het in het buitenland gebeurt? Met een meisje dat hier in Nederland woont?
Wait a minute, and what if it happens abroad? With a girl who lives here in the Netherlands?
Mieke: Heel goede vraag. Zelfs dan is het strafbaar. Als een meisje dat in Nederland woont, naar het buitenland wordt gebracht voor VGV, kunnen de ouders of de uitvoerder hier in Nederland worden gestraft.
Very good question. Even then it's punishable. If a girl living in the Netherlands is taken abroad for FGM, the parents or the perpetrator can be punished here in the Netherlands.
Bram: Oké, dus de wet is echt gemaakt om het meisje te beschermen, waar ze ook is.
Okay, so the law is really designed to protect the girl, wherever she is.
Mieke: Exact. De bescherming en de gezondheid van het kind staan altijd voorop.
Exactly. The protection and health of the child always come first.
Bram: Je gebruikte een paar keer dat woord, `verminking`. Dat betekent dus echt 'iets kapotmaken'?
You used that word, `mutilation`, a few times. Does that really mean 'to break something'?
Mieke: Ja, `verminking` betekent het permanent beschadigen van iemands `lichaam`. Het is extreem `schadelijk` voor de fysieke en mentale `gezondheid`. En geen enkele `traditie` is een excuus voor zoiets.
Yes, `mutilation` means permanently damaging someone's `body`. It is extremely `harmful` to physical and mental `health`. And no `tradition` is an excuse for something like that.
Bram: Helder. Daarom moet de overheid elk `meisje` dus `beschermen` tegen die praktijken. De `straf` moet wel afschrikken.
Clear. That's why the government must `protect` every `girl` from these practices. The `punishment` must deter.
Mieke: Precies. Let op, voor je KNM-examen is dit belangrijk. Je krijgt misschien een vraag als: 'Een familie wil VGV laten uitvoeren bij hun dochter vanwege hun traditie. Mag dat in Nederland?'.

Mieke: Het antwoord is altijd 'nee'. De Nederlandse wet die het kind beschermt, staat altijd boven een culturele traditie die schadelijk is.
The answer is always 'no'. Dutch law, which protects the child, always takes precedence over a harmful cultural tradition.
