Bram: Wauw, kijk die enorme lijst met partijen. Het zijn er zóveel dit jaar. Ik vraag me altijd af hoe ze die zetels in de Tweede Kamer ooit eerlijk kunnen verdelen.
Wow, look at that enormous list of parties. There are so many this year. I always wonder how they can ever fairly distribute those seats in the House of Representatives.
Mieke: Haha, ja, dat is een vraag die ik vaak krijg van mijn cursisten. Dat heeft alles te maken met ons kiessysteem. Een van de belangrijkste onderwerpen voor het KNM-examen.
Haha, yes, that's a question I often get from my students. That has everything to do with our electoral system. One of the most important topics for the KNM exam.
Bram: Oh ja? Een vriend van mij, Yusuf, vroeg laatst nog: waarom krijgen die hele kleine partijen in Nederland ook een stoel in het parlement? Hij snapte er niks van.
Oh really? A friend of mine, Yusuf, recently asked: why do those very small parties in the Netherlands also get a seat in parliament? He didn't understand it at all.
Mieke: Dat is een heel goede vraag. In veel landen moet je een hoog percentage van de stemmen halen, bijvoorbeeld 5 procent. In Nederland niet. Wij hebben 'evenredige vertegenwoordiging'.
That's a very good question. In many countries, you have to get a high percentage of the votes, for example 5 percent. Not in the Netherlands. We have 'proportional representation'.
Bram: Evenredige vertegenwoordiging. Dat is een lang woord, haha.
Proportional representation. That's a long word, haha.
Mieke: Zeker, maar het idee is best simpel. 'Evenredig' betekent dat het in verhouding is. Het systeem werkt zo: als een partij 10 procent van alle stemmen krijgt, dan krijgen ze ook ongeveer 10 procent van de zetels.
Indeed, but the idea is quite simple. 'Proportional' means that it's in proportion. The system works like this: if a party gets 10 percent of all votes, then they also get approximately 10 percent of the seats.
Bram: Ah, dus als er 150 zetels zijn in de Tweede Kamer, dan krijgt die partij 15 zetels. Dat klinkt logisch.
Ah, so if there are 150 seats in the House of Representatives, then that party gets 15 seats. That sounds logical.
Mieke: Precies. Zo wordt het geregeld. Het wordt gezien als een heel eerlijk systeem, omdat elke stem telt. Ook de stem op een kleine, nieuwe partij.
Exactly. That's how it's arranged. It's seen as a very fair system, because every vote counts. Even the vote for a small, new party.
Bram: Maar is er dan helemaal geen minimum? Een soort drempel die je moet halen?
But is there no minimum at all? A kind of threshold you have to reach?
Mieke: Jawel, die is er wel, maar die is heel laag in Nederland. We noemen dat de 'kiesdrempel'. Dat is het minimum percentage stemmen dat een partij moet halen om een zetel te krijgen.
Yes, there is one, but it's very low in the Netherlands. We call that the 'electoral threshold'. That is the minimum percentage of votes a party must get to obtain a seat.
Bram: De kiesdrempel. Oké, die had ik moeten weten. En hoe hoog is die dan?
The electoral threshold. Okay, I should have known that. And how high is it then?
Mieke: De kiesdrempel is de hoeveelheid stemmen die nodig is voor één zetel. Dat is dus 1/150e deel van alle stemmen. Dat is ongeveer 0,67 procent.
The electoral threshold is the number of votes needed for one seat. That is 1/150th of all votes. That is approximately 0.67 percent.
Bram: Huh, echt? Zo laag maar? Dus een partij met minder dan dat percentage krijgt gewoon nul zetels, ook al hebben ze tienduizenden stemmen?
Huh, really? Only that low? So a party with less than that percentage just gets zero seats, even if they have tens of thousands of votes?
Mieke: Klopt. Dan hebben ze de kiesdrempel niet gehaald. Maar als ze er net boven zitten, krijgen ze hun eerste zetel. Soms zijn er na het verdelen nog stemmen en zetels over. Die worden dan ook nog verdeeld. Dat noemen we een 'restzetel'.
That's right. Then they haven't met the electoral threshold. But if they are just above it, they get their first seat. Sometimes after the distribution, there are still votes and seats left over. Those are then also distributed. We call that a 'residual seat'.
Bram: Poeh, een restzetel. Dat is wel interessant. Het basisidee is dus: jouw stem gaat niet snel verloren, zelfs als je op een kleine partij stemt.
Phew, a residual seat. That's interesting. So the basic idea is: your vote isn't easily lost, even if you vote for a small party.
Mieke: Precies. Dat is het grote voordeel. Een nadeel kan zijn dat er veel kleine partijen in de Kamer komen. Dan is het soms moeilijk om een regering te vormen.
Exactly. That's the big advantage. A disadvantage can be that many small parties enter the House. Then it's sometimes difficult to form a government.
Bram: Ja, dan moet je met heel veel verschillende partijen samenwerken. Dat zie je inderdaad vaak gebeuren.
Yes, then you have to cooperate with many different parties. You often see that happening indeed.
Mieke: Kijk, voor je examen zijn een paar woorden hier echt belangrijk. Ten eerste 'evenredige vertegenwoordiging'. Dat is de naam van het hele systeem.
Look, for your exam, a few words here are really important. Firstly, 'proportional representation'. That's the name of the entire system.
Bram: Oké, die noteer ik. Evenredige vertegenwoordiging. En die drempel, de 'kiesdrempel'.
Okay, I'll note that down. Proportional representation. And that threshold, the 'electoral threshold'.
Mieke: Ja, de kiesdrempel. En het is belangrijk om te weten dat die in Nederland dus heel laag is. En het werkwoord 'verdelen': de zetels worden eerlijk verdeeld op basis van het percentage stemmen.
Yes, the electoral threshold. And it's important to know that it's very low in the Netherlands. And the verb 'to distribute': the seats are fairly distributed based on the percentage of votes.
Bram: En die overgebleven zetel was een... 'restzetel'?
And that remaining seat was a... 'residual seat'?
Mieke: Precies! Die term hoef je misschien niet actief te gebruiken, maar het is goed als je hem herkent. Heel goed.
Exactly! You might not need to actively use that term, but it's good if you recognize it. Very good.
Mieke: Een tip voor het examen: je krijgt vaak een vraag als: 'Een politieke partij krijgt 2% van de stemmen. Hoeveel zetels krijgt deze partij ongeveer in de Tweede Kamer?'
A tip for the exam: you often get a question like: 'A political party gets 2% of the votes. Approximately how many seats does this party get in the House of Representatives?'
Bram: Ah, en dan moet je dus weten dat 2% van 150 zetels... 3 zetels is. Je hoeft niet ingewikkeld te rekenen, maar je moet het principe van het percentage snappen.
Ah, and then you need to know that 2% of 150 seats... is 3 seats. You don't need to do complex calculations, but you need to understand the principle of the percentage.
Mieke: Precies. Het gaat erom dat je laat zien dat je het systeem begrijpt.

Bram: Oké, dus als ik dit op het examen zie, moet ik onthouden: in Nederland worden de zetels eerlijk verdeeld. Het percentage stemmen is ongeveer gelijk aan het percentage zetels. Dat heet evenredige vertegenwoordiging.
Okay, so if I see this on the exam, I need to remember: in the Netherlands, the seats are fairly distributed. The percentage of votes is approximately equal to the percentage of seats. That is called proportional representation.
